Notice of Public Hearing - August 3, 2026 (Triangle North Land Sale)

All interested persons are hereby notified that the Granville County Board of Commissioners will hold a public hearing pursuant to N.C. Gen. Stat. § 158‑7.1(d) on August 3, 2026, at 7:00 p.m., or as soon thereafter as the matter may be heard, at the Granville County Expo and Convention Center, 4185 U.S. Highway 15 South, Oxford, North Carolina 27565.

The purpose of the public hearing is to receive public comment regarding the proposed sale by Kerr-Tar Regional Economic Development Corporation ("KTREDC"), pursuant to an Agreement for Purchase and Sale of Land (the "Contract"), of approximately 4.1 acres of land (the "Site"), currently owned by KTREDC and in which Granville County has an economic interest, to Durango Works, LLC ("Durango Works"), for economic development purposes as authorized by N.C. Gen. Stat. § 158-7.1.

Pursuant to the Contract, Durango Works proposes to construct and operate on the Site a commercial production bakery facility together with an incidental retail bakery store open to the public (the "Project"). Subject to comments received at the public hearing and the findings required by N.C. Gen. Stat. § 158‑7.1, the Board of Commissioners intends to consider approval of the sale.

The principal terms of the proposed conveyance are as follows: 

  • The interest to be conveyed is fee simple ownership of an approximately 4.1-acre site (the "Site") to be subdivided from a larger approximately 48.57-acre parcel owned by KTREDC (the "Property").
  • The Site is located along Triangle North Drive, Oxford, Granville County, North Carolina 27565.
  • The Property is identified as Granville County Tax PIN Number 1933-45-2316 and is further described in Deed Book 1223, Page 131, Granville County Registry.
  • The Board of Commissioners has determined that the value of the tract is $35,000 an acre, for a total value of $143,500.00. The proposed consideration for the conveyance of the Site is $143,500.00 and the purchaser of the tract intends to pay the full value of the tract at closing.
  • The Contract is contingent upon approval by the KTREDC Board of Directors and the Granville County Board of Commissioners, including compliance with the public hearing requirements of N.C. Gen. Stat. § 158‑7.1.
  • The Contract further requires KTREDC to extend electrical service and natural gas service to the Site, with Durango Works being responsible for connecting to such utilities at its own expense.

Before approving the proposed conveyance, the Board of Commissioners will determine the probable average hourly wage to be paid to workers employed at the Project, as required by N.C.G.S. § 158‑7.1.
